What must a packaging line output requirement state?
Define output as accepted good packs per unit of time at the agreed end-of-line count point. Attach the product, container, closure, label and secondary-pack format to that target. State the shift pattern, batch size, replenishment arrangement, operator staffing, quality checks and run duration.
Use separate requirements where formats behave differently. A small stable bottle and a tall unstable bottle may need different handling conditions even when the nominal fill volume is similar.
What is the difference between machine speed and sustained good output?
Machine speed is the rate an individual module can cycle under stated conditions; sustained good output is the accepted production leaving the complete line over time. The second figure includes the effects of transfers, short stops, replenishment, rejects, operator tasks and the slowest effective stage.
Rated speed is still useful for component selection and headroom, but it should not be presented as a promise of end-of-line output without a line-level basis.
Which operating conditions should be stated with the target?
State every condition that materially changes the result. This includes product temperature or behaviour, container presentation, closure and label quality, upstream supply, downstream removal, utilities, staffing, accepted reject rate, cleaning status and whether inspection systems are active.

How should format changes and replenishment be included?
Treat changeovers and replenishment as separate production requirements rather than hiding them inside a headline rate. For changeovers, define the start and finish points, required checks, cleaning and first-good-pack condition. For replenishment, state the container, closure, label, product and case-loading tasks and whether they can be completed while the line runs.
A line can meet a short isolated speed test and still lose significant production if materials cannot be replenished safely at the required frequency.
How can buffers and line controls affect output?
Buffers and controls can reduce the spread of short disturbances, but they cannot create capacity or correct an undersized bottleneck. Useful accumulation gives operators time to clear a brief stop while upstream or downstream equipment continues under controlled rules. The required capacity depends on event duration, product stability and the restart policy.

How should output be tested at FAT and SAT?
Use a written test that fixes the format, run duration, staffing, materials, permitted interventions, count points and pass criteria before the test starts. Record first-cause stops, rejects and approved deviations. Repeat affected evidence after a correction where the original result no longer proves the requirement.
FAT and SAT have different boundaries. Factory testing may use simulated site interfaces; site testing confirms the installed line with site services, retained machinery and production conditions.
